Recent State legislation regarding energy conservation has mandated the State of Texas’ Energy Conservation Office (SECO) to set forth the minimum standards for determining energy conservation for the construction industry. SECO has listed the 2009 International Energy Conservation Code as the minimum standards for commercial buildings, and Chapter 11 of the 2009 International Residential Code for one and two family dwellings.
Normally, as a Home Rule state, municipalities reserve the right to follow these types of actions, opting for what is in our best interests. However, in this case, the direction of the energy conservation movement is more of a national thing, and not following these requirements could possibly result in federal grant monies being withheld or penalized.
Consequently, the city has decided it is in their best interest to follow the mandate and adopt the updated code version. Please feel free to call or e-mail Skip Whittle if he can be any further assistance in this matter.

Following are a few suggestions that were offered by the City Inspection office:
1.) Establish an address for your job site before you go to the City office for plan.
2.) Keep your address posted at all times on your job site.
3.) Have your permit number before you call asking questions about your process.
4.) Before you call in for your "one stop" inspection, check with your subcontractors & verify that they pulled permits for your job.
5.) Builders & Subcontractors that are new to Longview should contact the City & learn Longview's requirements before you start a job.
6.) The "Red Tag" is to help you build better & safer homes.
7.) Manage your build site.
8.) Patience & Respect is the answer to most of the issues between the City & Builders.
